i see. my mom does not have income here, so she is not a 独立纳税人. maybe i'm confused by the medicare and medicaid...so does GA offer medicaid then?

As you know, it depends on which state you live. Your friend is right, in CA, NJ, NY, or some other states, people with PR can get it. but I don't think GA has the same policy.

no, you don't have to be a us citizen. friend of mine in San Diego told me that his mom get the medicare there after one year being PR resident there. GA may have different law than San Diego...

I think it is for US citizens, or PR holders for more than 5 years, or who are disabled.
