let's say i come back from china, carry $30K cash from my mom as the tuition for my son.  i report what i have to US custome, will i have to pay tax as part of income?

I thought the doner, not donee, pay the gift tax.  So in this case it would be her mother.  Does a foreign doner need to pay gift tax?  Is her mother alive?  if not, this will be considered estate tax.  no tax should be paid since China has no estate tax and US doesn't tax the receipiant.
